Motorcyclists have the right to travel in this state without harassment and discrimination!
New York State has declared June as “Motorcycle Safety and Awareness Month” this year and the New York State Police are doing their motorcycle only checkpoints. State law enforcement is claiming that with the rise in motorcycle fatalities, these checkpoints are to increase motorcycle safety by insuring compliance with applicable Vehicle and Traffic Laws.

Dear
The New York State Police, local and county police will be conducting motorcycle only safety enforcement checkpoints across the state and they will be conducting them during major motorcycle events including Americade in Lake George and the Harley Rendezvous in Duanesburg. Law enforcement are claiming that with the rise in motorcycle fatalities, these motorcycle only checkpoints are to increase motorcycle safety by insuring compliance with applicable Vehicle and Traffic Laws. The New York State 2009 Highway Safety Plan has determined that the most common contributing factor in police reported motorcycle crashes were “unsafe speed” followed by “failure to yield the right of way” so this type of motorcycle safety program will not reduce fatalities or injuries in New York.
These checkpoints give the police an opportunity to target a specific mode of transportation which is discrimination and is not about motorcycle safety. The majority of motorcyclists are legal and they have the right to travel freely without harassment.
I urge you to stop this motorcycle safety initiative immediately and the grant money law enforcement receives should be used to address the major causes of motorcycle fatalities. Motorcyclists have the right to travel in this state without harassment and discrimination.

Micro-Stamping Bill Heads to Senate Floor in Albany!
Please Contact Your State Senator Today!
Senate Bill 4397 passed the Senate Codes Committee and is headed to the Senate floor where it could be considered any time.
Sponsored by State Senator Eric Schneiderman (D-31), S4397 would ban the sale of all semi-automatic handguns not equipped with micro-stamping technology. Micro-stamping is an unproven technology that would require unique identifying information from the firearm, including the make, model, and serial number to be etched into the firing pin and breech face in such a manner that those identifiers are imprinted on the cartridge case upon firing. The technology can easily be defeated with common household tools, has no public safety value, and adds substantially to the cost of the firearm. If passed, the availability of semi-automatic handguns in New York could be in jeopardy, as manufacturers simply may choose not to build or sell firearms for purchase in the state.

Whereas, with the arrival of summer, New York emphasizes the need to "Watch for Motorcycles" by reminding all motorists to be more aware of motorcyclists and to respect their right to safely ride on our highways, and the Department of Motor Vehicles (DMV) has issued more than 636,517 motorcycle licenses and currently registers more than 364,962 motorcycles, as registration numbers have increased by nearly 82% over the past ten years; and
Whereas, there are 113,341 miles of roadway across all regions of New York State that offer motorcyclists, and motorists alike, access to scenic rural areas as well as suburban and metropolitan areas, and they include beautiful touring routes and destinations where events of interest to motorcyclists are held, such as the "Americade Touring Rally" in Lake George, which annually attracts tens of thousands of motorcyclists; and
Whereas, the motorcycle is an energy efficient vehicle, effectively reducing fuel consumption and contributing to the reduction of traffic and parking congestion and, in light of recent increases in the cost of fuel, it has become an increasingly popular means of transportation for purposes of commuting as well as recreation; and
Whereas, motorcycles do not have the stability of other vehicles because they must be balanced and, therefore, riding a motorcycle involves certain risks not encountered with other vehicles; motorcyclists are more vulnerable in a crash since they are much less protected and not as readily visible to other drivers, particularly those who don't ride a motorcycle and who may not be aware of motorcycles in traffic, all of which have particular implications at intersections and while turning in front of on- coming traffic; and
Whereas, the safe operation of a motorcycle requires the use of special skills developed through a combination of training and experience, proper maintenance of motorcycle safety equipment, use of the proper rider gear, an awareness of the risks of riding, the use of good judgment and a knowledge of and compliance with traffic laws and licensing requirements specific to motorcycling; DMV supports a motorcycle safety program and provides the motorcycle road test to those who successfully complete the Motorcycle Safety Foundation's beginning rider course, which is available at training sites across the state by calling 1-800-446-9227; and
Whereas, increased rider education, motorcycle safety programs and public awareness leads to safer motorcycling, and the start of the warm weather months signifies an appropriate time to send a message of safety to all road and highway users;
Now, therefore I, David Paterson, Governor of the State of New York, do hereby proclaim June 2009 as MOTORCYCLE SAFETY AND AWARENESS MONTH in the Empire State.
